What changed

The block has twelve flats on four floors, with one shared stair and a hallway at the bottom. It is looked after by a managing agent who had not visited for some months.

We walked every landing. The upper floors were in good order: doors closed, nothing stored, a clean smell of floor polish. The hallway was different. A resident’s mobility scooter was on charge at the foot of the stairs, which is the one place a fire would cut off every flat above. Bin bags had been pushed into the meter cupboard because the outside store was a long way off.

None of the residents had been unreasonable. Each had solved a small problem in the nearest place. The report named the problem and not the people.

The agent wrote to residents with a clear rule and a place to store scooters and bags. “The photographs did the talking,” said Rafe, the managing agent at Holloway & Pike Lettings. “Nobody argued with a picture of their own hallway.”
